  • 1 1/2 cups heavy whipping cream
  • 12 oz semisweet chocolate (divided)

  3. In another bowl, sift together cocoa powder, flour, salt, and baking powder. Gradually mix dry ingredients into the wet mixture until combined.
  4. Pour batter into the prepared pan and bake for 20–25 minutes or until a toothpick comes out clean.
  5. For the mousse, melt half of the chopped chocolate with milk over simmering water until smooth; let cool slightly.
  6. Whip chilled heavy cream until soft peaks form. Fold in the cooled chocolate mixture gently until fully combined.
  7. Once brownies cool completely, spread the mousse evenly on top and refrigerate for at least 3 hours to set.
